Proposed tuition fees for international students

The Norwegian Government has proposed to introduce tuition fees for international students from non-EU/EEA countries in its most recent national budget for 2023. However, this is still a proposal and it will need approval in the Norwegian Parliament to take effect.

Citizens from EU/EEA-countries will in any case not have to pay tuition fees. The proposal also suggests to exempt incoming exchange students, students who have already started their Bachelor/Master program in Norway before August 2023 and international students with permanent residency in Norway. 

It is important to note that the budget proposal has not yet passed the Norwegian parliament. If it does, citizens from non-EU/EEA countries, starting their studies from the academic year 2023/24, will have to pay tuition fees at VUC.
